Riddle

So I have a tree related riddle for anyone who is interested.

There is a small country, doesn't matter where, whose primary industry is salt mining. They also harvest salt from the sea, whatever the term for that is. So this country is in debt and the government needs to raise revenue, what should they do?

So a cattle farmer comes up with a way to extract the growth hormone from willow twigs and sell it as rooting hormone.
