When calculations like this are made, is the value of the tree and its contributions considered at all?
Obviously not. That's looking at the tree in isolation of its environment. Had an interesting conversation with Prof. Grabosky at Rutgers about a city that opted to spend millions treating their large ash trees. The reason? The tens of millions they'd have to spend on storm water management with the trees gone. Hmmmmm…...

He bases his work on a limited scope of experience--not familiar with German standards, or what Ryan, Cassian, David and people around the world have been doing for years. But still lots of good info in his approach.
 
I listened to Gilman at one of his talks. He refused questions, maybe due to time constraints, but emphasized a two to three year cycle. I almost laughed out loud. Ideal, yes. But there's no way normal people are going to pay to have you come back every two years at 75 bucks a man hour.
 
Keep in mind he's 1 in zone 9, and 2 likely to err on the frequent side for political reasons. I used to say 3-5 years but lately with older trees more often it's 5-8.

And also keep in mind that the followup will not take as long. And also, Redtree sells that 2-3 year pruning cycle to many clients, in exurban toronto.

Got trees?
Love them or hate them?

Hate them? Care more about saving money? Don't care for our living environment?
Cut them all down asap. Install inorganic landscape that requires little to no upkeep. Enjoy your money.

Love trees? Love your organic environment?
Take "care" of your trees asap to promote their safety, health and beauty.

Either way, if you own trees and don't do something sooner, it will cost you more latter.
