I agree you should send a sample in. It’s most probably a culmination of a few things. Pool water, even though drained 9-10 mo the ago that will stay in the soil. High saturation levels can suffocate and stress the tree out. When stressed opens up for many potential diseases with its defenses being down. Kind of looks like Swiss needlecast

With those black dots, it could be Rhizosphaera needle cast or back to Rhabdocline???

Perhaps send samples to Penn State to see if they can get a positive diagnosis so you can come up with a treatment plan if it is one of those:

Rhabdocline or Swiss Needlecast are the most common on Abies.
Pretty much the same thing as Rhizo Needlecast on Spruce.

Christmas Tree Pest Manual lists Rhizosphaera kalkhoffii as a disease of spruce and Rhizosphaera pini as a pest of "Balsam, Fraser, and other firs" which would seem to imply true firs.

Sinclair/Lyon index Pseudotsuga menziesii with R. kalkhoffii.
