Please critique/advise my forest stewardship plan

I was wondering if you fellow arborist out there could offer some advice, or critique, ideally constructive, regarding a forest stewardship plan that I'm writing for Warm Beach Camp. This is a volunteer project, and the goal isn't timber harvest as much as forest health.

Please let me know how well it conveys the current status of the forest, and does the action plan make sense from your experiences. I have an understanding of what I'm trying to accomplish and how to do it, but I've been having writers block trying to get it on the screen.

Is their a wildfire regime in this part of Washington? Would prescribed burning make sense? I know that most of us don't have access to the necessary tools/permits for these undertaking but many local and state agencies can use these opportunities for training. We do similar work and for the most part outside of a fire climate. I miss having that tool for sure. It looks good thus far.

I'm looking into prescribed burning for future reference. It isn't an option for this project. The forested areas are really not that big. One area is about 20 acres, and another just under 9 acres. There are recreational facilities, and camping areas within most of the forested areas.
