Certainly they can, as long as parasitic greedy opportunists stay away from it and society gets a better shot at a decent, unbiased, and stimulating education.

Do you remember the Slide rule? Our school had a 5th grade teacher who showed us how to work an abacus, the History teacher had endless world maps, and the library stocked just about every book published. We read the Classic Greek literature by Homer, Spanish or French was taught in 4th grade, and recess twice a day and everyone took gym class.
Today, the windows of most schools don't even open, science or certainly Biology isn't taught (too much controversy), and most of the semisters are taken-up with TASS/School competency preparation to testing to let the schools qualify for more funding.
I think we can, not currently but after we realize what we've done was wrong.
