New cultivar with several different flower colors

Here is a tree that I have never seen before. Anyone have any ideas on what to name it. I think it is a new species.

i am sure that this is something that just happens in the burbs. I have never spotted this in rural areas. the colors are just to intense and the plastic is well more hten can be described, items only touched my older lady gardners.

Could this be a rare teniabasket tree?

the latin name might be a topperbkdeluxflorapetunia? or is that a mecaflowerindtree

did you check with you local county ordinace to verify the originalty of the phote?
