I believe they're pretty much saprophytic. It appears they're only in the dead wood, and the tree seems to be developing wound wood around that area. It doesn't appear that live portions of the tree are being affected, at least from your photos. You can take some soapy water in a squeeze bottle, squirt it into the openings, and that will drive the borers to the front of the hole, where you can grab them with forceps. Once you've caught one or two, take them to your extension for positive ID, and they can tell you whether you even need to do anything about them.
