I did send an e-mail to Vermonts truck safety division as Kevin suggested in regards to constructing the log rack and did hear back from them yesterday :
"There are no specific regulations in the FMCSRs pertaining to this
unless the stakes or bunks become part of the load securement system.
If this is the case then 49 CFR parts 393.110 - 393.114 and 393.116
would apply."
