here in ontario it does, it changes from a machine to a trailer, then you need license plates, safety checks every year, and maybe new axles too(depending on what extra equipment your going to haul on it) since most chipper axles are barely rated for the weight of the chipper.

Here in NY it changes it's class that requires reg, plate, inspection. Of course I don't think to many would notice especially if you use Nick's advice and paint it to match the chipper. Oh I also have a quart of invisable paint for sale if you just don't want it seen at all ;-)
 
In NJ, it's a Code 56 in-transit contractor equipment license for the chipper. As such: "No load may be carried on or in any vehicle or piece of equipment registered under Code 56 while moving to or from any construction site or while moving upon any public roadway."

State Troopers or the County just love to have any reason to pull us over. They know they'll find other violations to run up the tab. I was pulled over for a dirty license plate. From that they nailed me for a single bulb on the running lights on the chipper. End of the day it was a $680 ticket.

Even if the dolly is in a a dump trailer it needs to be tied down to avoid a ticket for an unsecured load.
 
I have absolutely no respect for a thug who would write you up over a light bulb, dirty license plate, not wearing a seat belt or any such insignificant infraction. $680 for a working man to have to pay because some lousy trooper who was too lazy to get a real job was "patrolling" for "criminals".....
