Leg Scabard

I have been wearing a scabard that velcro straps onto the calf of my right leg. One strap is above the knee, the other is near my ankle. It is very handy but it doesnt always stay where I want it. It slips down towards my ankle unless tighten the straps to the point where it is very uncomfortable. Even then, after a few minutes it slips down again. How do I keep this in the right place?
 
attach a thin cord lanyard from the top of the saw scabbard , and attach it to the bottom of your leg loops on you harness.

i had the same problem when rappelling with my tactical rope bag that attached to my le. it kept sliding down towards the ankle, so i tethered it to the bottom of the leg harness.
 
Another solution is to replace the flat nylon straps with some thick, heavy duty stretch nylon. On my leg scabbard I keep the upper one, which is above my knee, quite tight. the lower one is above my calf muscle and is a bit looser to allow me to bend my knee without jacking the scabbard around.
