does anyone know when and where the ISA tests take place around NJ nobody i ever talk to ever seems to know and i cant find any thing on their website

The only site I saw in the Dec. issue of Arborist News that is even remotely close to you is in Lancaster PA on Jan 31.(page 8)

If you go to isa-arbor.com and click on cerification, there is lots of info about exams, where and when and how to apply for them. Apparently you may be able to do them on line now!! good luck!
