Help with fruit trees.

Hello all. Can anyone tell me what this is? It's affecting some of the apple and pear trees in a small orchard at my house.

I don't know how old the orchard is, just that it's been neglected for a long time.
I want to make a go at bringing it back if possible and practical, so your help and suggestions will be appreciated. Thanks.
