I know that this opion will get harrased, but it is mine.
I have read over this post and to me this sounds like a way to make money off the storm. They have these permits that have a big dollar amount to have to do any work, the home owner does not have this amount hence has to keep busted up trees around. Big businesses have this dollar amount to pay for these permits to clean up and replace.
To us who do the jobs we are the pawns to say little and are up the beurocrats to figure out. Our words are heard as what to do, but fall on deaf ears as to dollar amounts.
If they are taking in oermits left and right they can say to the goverment that we where hit hard and need more money for future storms. I ask what is going to happen with the damage in the tonado hit areas is this going to happen all over again?
What dollar amount do you think will happen when you put a saw in their hands to cleann up, or have them take tree damage assesments?
