CARB Legal Chipper for California

As I understand it Brian, and double check this, a chipper must be under 50 hp to skate some of the CARB rules. I had a low hour chipper with the Ford straight six industrial engine that I chose not to do some needed main bearing repairs. To keep it in service would be too much of a liability.

I had heard that in Southern CA the responsible agency has already been following some tree services to job sites and handing out fines to the tune of thousands of dollars.

Even buying brand new, a person may choose to stay under 50 hp because your supposed to keep a log of hours used and where/when running a bigger chipper. Also you pay a yearly fee based on higher hp for that chipper.
 
anything 50hp or more I believe needs to be CARB certifiable. so the options for us are to pay the fees associated with CARB certifiable chippers or pay for decreased productivity of a smaller chipper. also another thing to think about is that just because the machine was carb certified before doesnt mean that it will be able to be renewed. i myself have a means to dispose of un chipped brush so im brush loading a 16foot trailer untill i upgrade to a grapple truck.

There's gotta be a loophole somewhere... An old diesel, CARB exempt pig of a chipper that eats whole trees and blows black smoke, no?

Last i heard even dealers had to sell older units to other dealers out of the state...

Im not too sure of any loopholes. Perhaps if the chipper were mounted to the truck itself you might be able to get away with it. If the chippers arent CARB certified you cant register them. So maybe if you dont have to register it you might be in some grey area. Ive heard of some old davey trucks that were powered by the trucks engine, I also heared they were a beast of a machine.

Sounds like you might get away with going the route of Jesse Huffman, register an equipment trailer on its own and mount a chipper onto that?

I honestly don't know how the heck you guys do business in a state like Cali where there are so many restrictions and taxes and thumbs trying to keep you down.
 
I see on auction sites where a municipal will sell a chipper that is non CARB compliant.

So, my questions is:
Do they (city and State) have to comply with CARB?

I do believe so...as bix said it's a pita...wonder why stuff costs so much in cali 4 NIA? I heard it started getting ugly like 5 years ago. B.s. same reason why tires made in the united states cost 30% more... we follow our epa rules...nobody else has them. Enjoy a dust mask i guess.
 
I my self have no problem with legislation that protects the environment. If thats what it is actually doing, unfortunatley most legislation is done to line pocket books.
