Nelson and Davey both do line clearance and right of way management, but they're pretty big too. It would help to know where you are located, because most smaller companies won't have a national reach. For example, I think Aspen Tree Experts, (http://aspen-tree.com/about-us/), @Mark Chisholm 's company does some of the work you're looking for, but only if you're in south Jersey.
