Advise for straightening leaning trees

“Plow Pan” that’s interesting,that would possibly explain why trees on reclaimed sections of farm field struggle,while trees planted around untilled outskirts of same field thrive. So plant them high and acount for poor drainage when making plant selection would be prudent?

Yeah, it is just another form of root limiting compaction, so all the usual remedies. Looks like most of the major planting has already been done, but one of the best fixes for new plantings is a process called "scoop and dump". It is achieved with a backhoe. Basically the topsoil is scooped to the side and then the soil below is scooped up and dropped back in place, thereby physically busting up any compaction. The top soil is then amended, if needed, and spread back out.
