There was a long article about him in the New Yorker about a year ago. He likes attention. Also interesting is he says he has severe vertigo and loses his balance on flat surfaces. He is much more comfortable exposed and vertical. strange.
 
You know he wouldn't get arrested all the time if he made some contacts and had sponsors to pay the police for the closed roads etc.

He is good at what he does...why arrest him for it?

I am sure people would pay big bucks for him to climb certain buildings.
