    Outriggers work...bucket won't move!

    Just bought a 00 international 4700 Dt466E automatic. Lift All 36' bucket. 2 mid truck outriggers. Truck running. Pto engaged. Park break on. Beacons on. Only the outriggers work. Can not get the bucket to move. Fluid is full. Bucket safety seems ok. Tool switch not engaged. Joystick controler...
