If raking was an Olympic sport Ann Arbor might become the capital training city

As of now absolutely not but 4 years maybe?
 
I personally see this as good and bad. They're trying to move in the right direction which is good. I have neighbors who misuse and overuse gas blowers, and do it at the worst times. I have one neighbor who has a tiny front lawn, like 30' x 10', and he runs a Stihl backpack pro blower to clean that tiny yard. Always early in the morning or around 6pm in the evening when you're relaxing from the day in your backyard, and he's retired so there's no excuse for that timing. It is also better for the soil to just let the leaves stay on the ground, whether you like the look of it or not, and this is going to give a push to leaving the leaves. The bad is that this will mostly affect the contractors who care for other people's lawns and yards, not the residents themselves. Ann Arbor has a long history of making grand gestures like this to look progressive, while not considering the consequences. I can foresee lots of self-righteous neighbors calling the police on the guy cleaning up the lawn next door to them. This is going to create a lot of arguments. Now if they did something like providing a pro grade electric or battery blower to anyone who wants to bring in their gas blower, that would be problem-solving, not just problematic. FWIW my hand held Husky battery blower kicks ass and takes names. I know I'm going to be in the minority in this but I have always preferred a hand held blower to a backpack anyways.

What will really be interesting about this is to see whether the city holds the University of Michigan to this same standard, and whether the U of M makes the switch to electric/battery on all of it's properties, not just those within the small city limits. Money ultimately talks.

Gas leaf blowers still can be used by contractors when doing street, sidewalk and other paving construction work, or during emergencies to protect health, safety and property, as well as to restore property after an emergency, such as to clear a walkway, driveway or street from debris following a storm.

Towed or wheeled turbine blowers powered by four-stroke internal combustion engines also still can be used on recreational fields, golf courses and at public facilities.
City officials said the new ordinance will be complaint-driven, meaning officers will respond when people report complaints and issue warnings or tickets. The penalty fine is $100 for a first offense and $250 for additional offenses.
