Outriggers work...bucket won't move!

Just bought a 00 international 4700 Dt466E automatic. Lift All 36' bucket. 2 mid truck outriggers. Truck running. Pto engaged. Park break on. Beacons on. Only the outriggers work. Can not get the bucket to move. Fluid is full. Bucket safety seems ok. Tool switch not engaged. Joystick controler looks ok. Cant find the override valve. I understand there is a way to stop the outriggers from getting fluid and divert to the bucket. Never had a bucket i couldn't figure out. Anyone got any input? I need to get the bucket operational. Is their something that normally fails to create a no bucket operation but outriggers do work? Seems odd. Like the flow to the bucket is off. Any help is appreciated. Im located in richmond va. Spoke to altec tech line...they are ok but get frustrsted it seems. Any ideas? Override location?

Do the lower bucket controls work? You should have a flow diverter valve by the lower control valve bank somewhere. My old Asplundh also had a push/pull diverter valve to switch hydraulic flow from outriggers / bucket controls.
 
Only diverter valve is at the rear of the truck. I dont see one up in the bed by the controls. Neither upper or lower control work. Only the outriggers work. The turret lower controls have pressure there when i use the diverter at the rear but wont go past those lower controls. Just like a safety is stopping it.
 
Did the bucket work when you looked at the Truck before you bought it? Who recourse do you have with the seller?
 
Can you hear either the pump running, or the engine accelerate when you attempt to move? There should be a PTO advance that revs it slightly once you give it a command, at least mine does. Determining the answer to that it may lead you in the correct direction.

If it does rev, and the pump races at high rpm then you are probably running your pump dry. It could be the case of only having enough fluid to full the outriggers.
If it does not accelerate then I would continue looking for a safety or a on off switch. The switch on my truck is located outside the truck, next to the ground controls.

Sorry if any of that seems obvious, but sometimes it is the obvious thing that is wrong and overlooked. Good luck with it
 
There is usually a switch on the outriggers telling the system that they are down. If one of them is not working the boom will not move.
 
Also, find your hydraulic pump and check the setting. Their should be a large screw that can be screwed in or out. It takes a lot of pressure to operate the boom. Try screwing the screw in and then out and see if that makes a difference. On mine, you have to screw the screw in to apply more pressure to the booms. I only had to set this up once, after I replaced a faulty hydraulic pump.
Is this an air powered PTO? Electric?
 
You hit the auxiliary lever inside the bucket, located by controls for boom ( in aerial lift, not roof controls) it's used for attachments like pole saw switch off bucket should run fine

The PTO is air operated. Engages fine and outriggers work smooth. When i switch the diverter lever at the rear of the truck the turret hand levers is getting fluid pressure. You can hear it as you work the levers. But the bucket just won't do anything. Its like something is restricting the flow. It never fast idles but I've had my guy throttle it up and no change

Meaning the actual pto pump on the transmission?
