Does mounting the earmuffs with their metal brackets and screws immediately invalidate the electrical rating? Seems like it should, being that metal conducts.

Yes, to keep the electrical rating, you must use earmuffs that are rated as well - those earmuffs always have plastic slides, no metal on them at all.
