What kind of rope is this and how do I splice it?

I cut a short section off after taping the end and counted 17 strands and it is not a hollow braid, I would like to splice eyes in each end, I've got plenty of practice doing double braid, parallel core, hollow, and both 3 and 4 strand rope, but this is odd.
Honestly I could even swear I've seen it before and worked with something like it, but I've never had any to splice.

It looks like a good candidate for hand sewing. But for splicing, I think you're right, tucking it on the outside is the way to go. A lot of work and also dealing with an odd number of strands. I haven't done many of that type of splice, but they do look a little better each time.
 
The odd strand is probably a core strand to help it keep its shape. If you cut a 3" piece of it off you can grab what looks like the core strand and it will slide in and out of the rope with little resistance. The rest will try to bunch up the piece of rope if you tug on them, and there will be a lot of resistance.
 
It looks like the braids run parallel with the rope, rather than being at an angle as most ropes. Less bend in the braid would equal higher break strength?

I cut off another small section and teased it apart, there is no core strand, and I miscounted the first go round, it's 18 strand not 17 strand. I'm quite sure there is no core to it.
 
Tack stores have tons of that stuff because it comes in a lot of different colors so they use it for horse leads and dog leashes. Hardware stores always have it too, usually solid white or two color like in the pic.
