Vermeer 630 stump grinder pulleys

Hi. New member to this forum. Any help here would be greatly appreciated. I recently acquired a 630a for free with a blown Wisconsin. Repowering to 22hp vtwin. Im having trouble getting the pulley off of the output shaft. There is a plate on the end of the pulley that looks like an overgrown circlip. Is there a trick to getting it off? It appears Vermeer may have tac-welded the plate and shaft key together but I'm pretty sure I broke it with a cold chisel. Does anyone have experience with these? Don't want to beat and pry the pulley and risk bending it.
 
Why underpower by 13hp? The w-4-1770/was the perfect motor for that machine. Should be easily rebuild able short of a broken crank.
 
Because for about a thousand dollars I can have a working machine and thats what i can afford. Just went out on my own last summer. That wisconsin is expensive to repair, heavy and prone to warped heads and detonation. I see similar power/cutter wheel size setups on little self propelled machines. It should work.
