sloppy torque arm '98 bandit 200 XP

I purchased this chipper used and as we were working with it, we decided to weld the torque arm (33 in the attached pic ) to the stop (37) because there was so much slop. later after looking through the manual noticed the torque arm stop was square and not welded so, When the torque arm eventually sheared, I did not reweld it.
on his own volition, my most recent hydraulic mechanic welded it back when he installed a new hydraulic motor. it sure looks better not jumping around like that. His weld wasn't very good and only lasted a few hours.
should I weld The torque arm back onto the torque arm stop? other ideas?IMG_20240516_100339.jpg

The proper fix is just to remanufacture #33. It’s just a chunk of plate with some holes and a slot.
A grinder with a cut off disk and a drill press is the minimum needed. Any welding shop can make one in a few hours. Or just buy a replacement part.
