Requirments/Advice for getting into utility clearance work.

Hello, I have, for most of my career, been in the utility vegetation management field. I have done most things from large scale transmission projects to local distribution work for cities and cooperatives. I was recently hired to bring a large landscape companys tree work in house. After I get their current clients cared for and the division stabilized I would like to start a second division and pursue utility contracts. While I have managed many I have never been the person who has to know what is actually required to bid on these contracts. So I guess I would like to know what the process is like. How do I break into the industry? Where do I find the jobs ready to bid? What licenses and certification do myself, the company or the workers need. Any information is greatly appreciated.
