I would say it is a Purple Leaf Plum. It is an ornamental and doesn't bear fruit unless you get a shoot that escapes from the root below the graft union. They are notorious for scale.

Question for you, I had thought purple leaf plum grew pretty fast, this tree has been there at least 5 years, I am not saying I disagree with you, because I have no idea, just trying to narrow it down as much as possible. Thank you so much for your time

A lot of factors come into play, but that tree looks to be about the limit of size for a'purple'plum. Crown is pretty sparse which is unusual, but again, I can't see the whole site picture.

My guess too...around here black knot is wiping them out.

Purple leaf plum sounds good, or maybe sand cherry. As to the photos of this individual, almost looks like its being shaded by taller competition.

It is a Purple Plum. Garbage in New England - scale, Winter Moth, Leaf Spot, Cankers... They are pretty for a couple of years then ....not so much.
