ID Help - Growth on Prospector Elm

A client asked for help identifying this crud on a prospector elm in South East Pennsylvania.

The client claims it was originally black, and he pealed back the bark to expose the crud.

Would appreciate any suggestions on ID.

Black seepage on an elm.. bacterial wetwood???

It's hard to tell, is the inner wood exposed there or is that just some outer bark that is peeled off with innerbark still in place?

My sense was that there was still a inner bark layer in place under the discoloration.

So I think the little bumps...is that what the growth you are looking to ID? I think those are just some cambium growth...maybe kinda not sure what it's supposed to to since it's not completely under bark. I see that on root collars sometimes that are buried too deep. Should have taken a pic today on a Lilac we did a root collar excavation because it was planted too deep.
