Help. What's wrong with this baby?

Okay out with that idea. It is the older growth that is browning, so??? Do you happen to be in the southern hemisphere? Maybe a scale insect. I am just throwing out guesses now.
 
Arborvitae around here are prone to getting winter kill that looks like that, they're sensitive to overspray of herbicides like Roundup and the damage often looks like that, during wet years they are sometimes plagued with fungus and insect damage that also does that, as does root rot problems from standing water.

I think you'll need to get an arborist or someone from a nursery or agriculture extension office out to your house to look at it.
 
The trees are Leyland Cypress and the are very susceptible to two different fungal diseases seridium canker and botsphaeria(sp) canker. Spraying is a waste of money. Carefully prune out the dead material and sterilize your tools between trees with denatured alcohol or a dilute bleach solution. Collect and destroy or dispose of the pruned material. Monitor moisture. Do NOT fertilize.
