Chipped vines- returning to life?

I have a kudzu covered fallen hemlock to deal with today, and I’m wondering what the most responsible way to deal with the vines is. This is a question I’ve been wanting to ask for some time- are there vines that, when chipped, just become a thousand new vine babies? Like Mickey in Fantasia chopping the broom? Is it a species by species thing? What have you all seen to be true? Thanks.
 
Although Kudzu is not, touch wood, in my realm, I’ve had a close to to Tarzan like (minus the yodeling and swinging) battle with vines most of my life and would say once cut off vine “uppers” are fairly inert. It’s the portion of the vine on or under the ground that’s Hydra like.
