Check out the ITCC's website. There you'll find most of the resources you will need to put on a TCC. With that information and a LOT of hard work, one person can organize a TCC. Then you'll need a lot of excellent volunteers to help setup and run the event.
Oh, I think if you set a date in September and added a trip to one of the storied Colorado trout streams you could find some of us easterners that would come on out and help you get one off the ground.

No it's not, but you can still download all the materials from the ITCC's website. Scoresheets, rulebooks, blah, blah. Take what you need and leave the rest.
