A client has come up with these things on his birch. I've never seen it before. All my books are packed so I can't do any useful research and I'm too lazy to wade through the internet to come up with candidates.

The bits in the images are empty now and there were some winged adults around that I think were leafhoppers. No idea if they are the matures from whatever was in these wooly bits, but I strongly suspect so.
They were not numerous anywhere but widespread. There did not seem to be significant damage.
Client thinks they might have been here a couple of weeks.
