Bandit 200XP Chute Adjustment

Anyone know how to properly torque the nuts and bolts that anchor the chute? When we feel we have them tightened properly the chute is hard to rotate. Any advice is appreciated.
 
Looking through the manual for 1890, I don't see any torque specs for the chute hardware, for either hydraulic or hand crank. First I'd call bandit, they have provided me with knowledgeable customer support. I would consider pulling the chute off and greasing the bottom swivel ring, and making sure its not rusted or has debris in there. Hope this helps even though it's a different model.
