I tried sand. I got it about half full and it weighed over 200lbs lol. Plus the fabric is pretty worn so sand was sleeping out all over the place

That’s actually what was in there before, I was thinking of doing it again, but the chips start to break down and ferment and get gross. Which means you have to empty and refill.

Rope scraps. Inert so they don't rot and reek. If they get wet take them out and dry them.

I worked at a tech college with a plastics program. I saw pallet bins of pellets in the warehouse. I asked the instructor how I could get soem pellets to fill our chapter dummy. He told me I could have them for free. I loosely filled the compartments then weighed the dummy. I adjusted until the dummy weighted 170#

Used/out of service fire hose. You can make the whole dummy out of it if you want.

I saw a rescue dummy made from many hanks of ropes tied like Monkey Fists, coil swith round turns The dimensions were similar to two hundred pound climber. Joints were made using smaller cordage or heavy zip ties. In the end the rope dummy weighed in about a hundred eighty pounds. Perfect!
