Street Tree Stocking Levels

I was wondering if anyone knows what the recommended street tree stocking levels are for municipalities? Is there any research or articles on this?

In a perfect world I am sure every city would like to have 100% stocking, but for most cities that is most likely unrealistic. Do you think that even 75% is unrealistic?

I am talking about the level of street trees planted.

Would it be realistic for a city to have 75% of their plantable area planted with trees?
 
Jenette Monear has worked with a fellow to develop a program that projects plantable areas onto city maps. They did a portion of Dallas and could show the costs and benefits for putting various densities of trees into available planting spots.
