Is it going to fall over?

I had a friend of a friend call me to take a look at a tree in thier yard. The tree is located in a crowded nieghborhood in Wilmington DE. and is 10-15 feet from her house. And 20-30 feet from her neighbors house. I didnt hang around the tree for a long time to take measurements due to the issues it had and the 25-30 mph winds it was sustaining. But it is better than 4' (probably closer to 5') across the bottom, all of 90' tall, over hangs both houses and has a nasty crotch half way up or so. After observing the tree move, and pulling some loose bark off I found this,

I dont think the owner understood the urgency of the situation, but informed her that this was too much tree for me to deal with at this time (other commitments). How do you guys deal with something that NEEDS attention yesterday, but the owner isnt prepaired to act today?

Picture also attached of the trunk section.

I had something similar last year except that the tree had failed and was now precariously hung up in neighbouring tree over the homes.

I made copies stating the tree is rated imminently hazardous and that the hazard zone to be cleared of people and a solid barriers to be installed immediately to prevent all form entering the zone.
Potential for failure is immenent.

Police may need to be involved if there is lack of cooperation.

Saving lives is paramount.
You might be able to install support lines to neighbouring trees.

I am not sure if this is over reacting, I am not there.

I would guy it up with my largest lines and hopefully make plans for an expedited removal. I know that when these things are unplanned it makes for hard financial circumstances, but hopefully a plan of payment can be worked out and the job can be done before anything bad happens.

I am always freaked out by this problem. If you touch it it becomes your liability. If you do not it haunts you until you know it is down safely. Funds or not, that should be taken care of ASAP. If it were my problem I would complete the job in one fell swoop, or at least get it safe, so your liability to the job is minimized. Dangerous tree. Good luck!

Put on gloves. Wipe off anything you touched. Hose down your boot tracks. Stash your car at a used car lot and call the police and report it stolen before you left to see that tree. Get a good alibi. Delete this thread!

If they don't have the money or the sense run and run far!

The owner left Friday at 7am for a week in florida so I don't know what has happened yet. I did tell her the tree was outside of my capabilities at this time and she understood why. So I think I'm good on the liability side. I did tell her she needed to get someone out that night to get an idea of who was going to take it down before she left. ''I'm too busy'' was the answer.

Guying the tree isn't much of an option due to the tight quarters and the lack of suitable anchors. Ropes would have to be run across the entire neighborhood. I don't have that much or that big of ropes.

She is supposed to keep me in the loop on how she makes out with it. I would like to see the pictures of how they get that thing down and the size of the crane. If I find out when I might send my photographer on a recon mission.

If you are concerned with liability why not prepare a hazard tree evaluation and submit your recommendations for removal. This should cover you. I can send you pre done work sheets if you like.

Looks like a REAL KILLER removal. Heard about a climber from Ontario working for the big green died a few years ago from a red oak failing at the base. By the looks of it I would be worried to rope anything out of that. Perhaps Arborists should have a responability to report such trees to the city by-law office as Unsafe. There are all kinds of people out there who would leave up rather than paying and with the notion of when it does come down they get a new roof and the tree gets cleaned up.. Dirt Bags!!
