Cadillac pad installation question

Just got the Buckingham Steel Climbers with Cadillac Pads from treestuff. I've got a question and it's probably a dumb one but here goes. How do I go about assembling these bad boys. I see how the sleeve attaches to the leg iron but how do you attach the sleeve/leg iron to the pad? Is the top leg strap what holds the iron on to the pad? When the iron and sleeve go into the groove on the pad there's a lot of wiggle room which seems like it might be an issue when climbing. Thanks for the help

Yes.
The wiggle room is a non-issue when climbing.
