Bucket Truck: Is this a fair deal?

I'm unfamiliar with bucket trucks but I looked at this truck today and am hoping to purchase it early in the week. We've asked the seller to fix a few issues (replace a sensor, have the lift inspected) before we hand over the cash. I'd really appreciate any feedback as it's a fairly sizable investment for my little company. The PTO has 3K+ hours on it. Who/what agency should inspect the lift?
 
Looks too good to be true. Clean. Fresh paint covering what????

The bucket is a drawback for tree work, with the width and not pivoting'over-center', but...


There is some sorta 'conversion' for hours to miles. I thought it was 25 miles per hour of PTO/ idle time. NOT gospel.
 
Sean, thanks--I didn't didn't realize some lifts could pivot over-center. I can see that being helpful. Anybody use these non-pivot-over center booms for tree work?
 
I have heard nothing but bad things with the MaxForce engine. Not sure what the issue was and could have just been certain years. I would look into that.

We had two non overcenter trucks when I first started at my last job (12 years ago). They limit you, sometimes considerably. But as a first bucket truck it gets you aloft. But there are better more versatile trucks out there.
