Weeping Blue Spruce slow to break bud

I have a weeping blue spruce that was balled and burlapped and transplanted this spring. It's yet to show any additional bud swelling or progress since and all other conifers and blue spruces have already broke bud and began to grow. However, when I scratch bark or pinch a bud, it is still bright green. It also has not dropped any needles. Also, when peeling back the burlap from trunk for planting, I noticed a very small root ball for the size of the tree and almost no feeder roots. It's been a couple months now without progresd. Is it a lost cause?
