Ohio unemployment as a business owner??

Ohio has shut down all nonessential entry operations for the next two weeks and then it will be re-evaluated. Because of all the jobs being shut down they are saying that unemployment benefits can be collected without it affecting unemployment premiums for the business.
Unfortunately you cannot get ahold of anyone at the unemployment agency on the phone because they are so jammed with calls so I figured maybe I could get answers to my questions here...
I usually pay myself wages for part of my salary and then owners draw for the rest. If I end up doing emergency tree work while I am on unemployment do I claim any income I make from an owner's draw? Or just the amount that would have been wages?
And if I am not working at all but I am still taking owners draws to pay bills does that count against my unemployment?
