Ditch witch attachment lever control

I cannot move this control whatsoever, I thought it may have simply needed an attachment on, but this is not the case.
Apparently there may be a lever control lock.. How do I disengage the lever control lock?

I don’t know your machine what so ever. I have see a lever lock bold non factory installed on some equipment, many times this is old rental equipment and they wanted to block the user from functions (or using hydraulic attachments)
I’d pull the cover and look around the valve. While in there some penetrating oil or the like wouldn’t hurt.
Other than that it could be frozen, or there is a bypass or if equipped with electric controls blown fuse/relay/wiring problem.
