Dawn Redwood Frost Damage ? ? ?

My 40 ft tall Dawn Redwood started to leaf-out late this spring; in NE Ohio.
In both March & April the temperature got down to 14°F; hard frost.
Could this have killed the tips ?

The stems seem to be budding out again, in-board of the tips.

It is mulched w/ 3-4” of wood chips; ~ 30 ft diameter.
It has been a very healthy tree; typically grown 5 to 5.5 ft each year.

Interestingly the very lowest limbs/leaves, nearly touching the ground, have good leaves/tips ? ? ?

Is in a preserve, donated to the city.

I don't recognize it.
like it could be bald cypress.. I have ounces of experience with them, but the ones I’ve seen in the pnw have a trunk and form not unlike hemlock (less upright branches and while long a bit shorter than dawn). Greyer bark.

All great info! Besides the seattle arboretum there was one tree which we cut down that could maybe have been a baldcypress while there are a few dawn red's around most here are just pushing 20-30'

My Dawn Redwood which was damaged by hard freeze(s) this spring has finally started to recover.
Just in the last week or so, it has approx. 1 to 2 inches of new growth.
Under more “normal” conditions, it grows ~ 5 to 5.5 ft of height / yr.
