CARB and new truck regulations in California

SO maybe weird question (from someone north of 49th, yet) but CARB has apparently just mandated a big change in Class 2 to 8 trucks for the State of California - namely that they will have to become zero emissions blah blah blah. Ballard Power systems stock absolutely took off today (they make fuel cells). Question - is this possibly going to affect the arb industry (commercial arb chip truck exemption or no?) and is it on anyones radar in TCIA or anywhere else? Next will be electric chippers (yah, right . . . ). Or what about a chipper that charges your zero emissions truck and your 536LiXP batteries while you chip? To add yet more to the weird times we seem to be living in . . . . maybe heads up though if you live in California.
