Bizarre epicormic sprout on live oak

Any of y'all ever seen anything like this, or know what may have caused this? We prune a lot of live oaks, and I've never seen shoot growth like this...

Yes, Fasciation! The growing tip (the apical meristem) in these cases divides to the side as well as "outward and upward", differentiation occurs about as normal, so you get those odd growths. Occurs in all sorts of plants, and is even a desired feature in some cultivar lines of willow, saguaro cactus, etc.
