The needles in 2's and cones remind me of shore pine or Pinus contorta, but the bark has a bit different look that has me thinking otherwise.

One way you could rule out shore pine ...

Look at the unopened cones still attached to the branches. If they point slightly inward toward the trunk, greater chance of shore pine. If not and the cones are just perpendicular to the branch, not likely a shore pine. Otherwise the cones and foliage are in the ball park.

It's remarkable how many types of pine there are. Almost like oak species are so abundant.
