    The owner should be punished to the highest extent. Training negligence is rampant in our industry. I’ve sub contracted for so many people who are good guys but have no idea what is going on and they hire guys for ten bucks an hour who have no idea what’s going on. The fines on every case should be as high as possible because OSHA does not have the man power to oversee every tree service so every offender should be made an example of. It’s terrifying to watch a newbie try and do this work. When I sub for a landscaper I try my best to brief everyone on the dangers but it’s impossible when they are so green. Hopefully our death and industry statistics go down but that quick money they make is too easy for them.
