help -Sick Cedar Elm

One of my clients has a large Cedar Elm Defolliating and looking really thin.Shes already lost 2 others due to construction stress. This particular tree had constuction around it 4 years ago(built a large house)also had some root cutting around one side due to the driveway. The grade didnt not change much and has a normal root flare. We had an 18 month drop during this time frame also, but the client does water the grass frequently(maybe not a soaking though).I really would appreciate any suggestions for saving this tree.

I have seen alot of anthacnose on elms around here,we had rainy spring ,now of course drought is really was spitting leaves like crazy .
